2014年７月にメルボルン・オーストラリアで開催されるIFSW（国際ソーシャルワーカー連盟）とIASSW（国際ソーシャルワーク学校連盟）の総会もしくは合同会議での新たな定義の採択に向けた見直し作業の進捗について、加盟各団体から構成員の皆様に情報提供を重ねてまいりました。本年２月５日（火）には、IFSW事務局長から示されたソーシャルワーク世界定義の見直しに係る第４案「The Global Definition of The Social Work Profession」に対する日本の意見を社会福祉専門職団体協議会（社専協）として提出いたしました。その後、2013年３月にIFSWの国際執行委員会とIASSWの理事会の双方が、加盟国等からの意見や提案を反映し合意した「第５案」が同年４月に提示されました。社専協では、各加盟団体の構成員からの意見集約を経て、国際委員会に託して議論を重ねてきました。
今般、日本からの意見を再びIFSW事務局へ発信する運びとなりましたので、皆様にご報告させていただきます。
今後のスケジュールとしては、IFSWとIASSWの代表が新たなフィードバックを検討し、最終的な文案が2014年７月にメルボルンで開催されるIFSWの総会およびIASSWの総会に提出され、会員の投票にかけられることになると思われます。更なる進捗情報については適宜お知らせをさせていただく予定でおります。また、採択により新定義確定の後には、IASSWに加盟する教育関係団体との共同訳を作成し皆様にお届けする予定でおります。
メルボルン会議ツアーのご案内も年明け以降に始まる予定ですので、皆様にも注目と多くの関心をお持ちいただき、ご参画をお待ちいたします

| Reading the proposed draft, we wonder if the definition is that of “social
work” or of “social work profession.” The two are not completely the same,
with the latter being a component or an aspect of the former. It is our
opinion that a definition of the social work profession should be included
and described within the broader “definition of social work” so entitled. Furthermore, we suppose that “social work profession” is not necessarily the same as the “social worker,” possibly referring to a wider range of professions involved in social work. If so, we would like to see an illustration of such professions in the commentary. |
本定義案では、ソーシャルワークに関する定義なのか、ソーシャルワークに携わる専門職に関する定義なのか、捉えにくくなっています。両者は同一ではなく、後者は前者の構成要素もしくは一面であると考えます。我々日本は、ソーシャルワークの定義を上位として位置づけ、その中でソーシャルワークを担う専門職について記述されるのが妥当との意見を持ちます。 また、ここで述べる“ソーシャルワークに携わる専門職”は“ソーシャルワーカー”と同等ではなく、おそらく各国の事情を踏まえたのか、より広範にsocial workに携わる専門職を含むように推察します。もしそうであれば、注釈等で想定される対象の例示があると幸いです。 |

| The draft says “global” at one time and “international” at another time. We should make it clear that it is unambiguously the “global” definition. Calling it “international” would be confusing because regional definition is also “international” by definition. | 本定義では、時に“global”と表現し、一方で“international”と言っています。我々は“global”definitionと明白にすべきと考えます。というのも、今後はアジア太平洋などリージョン（region：地域）ごとの定義策定も想定されており、リージョンによる定義も国境を超えた“international”なものであるため、紛らわしさや混乱が考えられるからです。 |
| 3. Importance of Local Knowledges | 3. 各地域に固有の知見の重要性 |
| We propose that “indigenous knowledges” is replaced by “indigenous and local knowledges” as the latter expression can cover important popular knowleges of many different parts of the world that are not regarded as strictly “indigenous.” | “indigenous knowledges”という用語については、“先住民”の知識に限定せず、より広く世界各地の生活に根ざした知識も含められるよう“indigenous and local knowledges”のほうがよいのではないかとの意見がありました。 |
| 4. Social Cohesion or Social Inclusion? | 4. 社会的結束か共生社会か？ |
| Some people are worried that “social cohesion” may entail more or less coerced obedience to organizations and the state, and proposed “social inclusion” instead. | “社会的結束”という用語（表現）については、ある種、組織や国家に強制的従順を求められるイメージに多少なりともつながることへの懸念から、代わりに“social inclusion”とすることを提案します。 |
| 5. Individuals Fading Out? | 5. 個の尊重が後退したのか？ |
| Some people expressed a concern that the individual and the significance of rearranging one’s immediate environment seem to be fading out in the wake of increasing emphasis on social development and social action. More explanation in the commentary on what kind of arguments in the review process prompted this move would be helpful to understand that the current draft values both individuals and society and attempts to balance the two, correcting the earlier bias that favored the former. | 社会開発やソーシャルアクションへの強調を増すことに伴い、個人（人権）の存在が希薄化し個人の生活（環境調整）がややないがしろにされている感があるとの意見がありました。今回の定義案が、個人の尊厳や権利を尊重する視点と社会変革および開発などへの視点とのバランスをとろうとして現行の定義からやや修正を図ったことについて、見直しの経緯や主な議論がもう少し解説に記述されると理解が得られやすいと考えます。 |

| There was an opinion that the draft enumerates many concepts and values (social change and development, social cohesion, empowerment, liberation, social justice, human rights, collective responsibility, diversity, wellbeing) without explaining their relationship to each other. Shouldn’t we highlight the essence of social work more clearly and show what would be the ultimate goal(s) and/or value(s) and what would be more instrumental values led by the former? | 本定義案では、様々な概念や価値（社会変革・開発、社会的結束、エンパワメント、社会正義、人権、well-being…など）が相互の関係性の説明なく列挙されている印象を受けるとの意見がありました。ソーシャルワークにおける究極の目的や価値について、また、その目的を達成するためにどのような方法論が導き出されるのかなどをより明らかにして強調すべきではないでしょうか。 |
| 7. Social Justice | 7. 社会正義について |
| Some concern was expressed on the “social justice” set in place at the core of social work without clarifying on its definition, as what “social justice” means can be radically different from place to place, depending on culture. | “社会正義”は国や文化によって大きく異なる相対的なものであり、その定義を明示しないでソーシャルワークの中核に据えることへの懸念が意見としてありました。 |
| 8. Battle against the West? | 8. 西洋との対立？ |
| There was an opinion that the wording of the criticism of Western hegemony in the commentary may be a little too strong and dividing. There may be a softer way of saying it to connote constructive argument and cooperation rather than a battle between two camps. | 注釈において、西洋の覇権への批判が少し強調されすぎて、対立を助長するようにも読めるという意見がありました。西洋と非西洋の対立というよりもむしろ建設的議論と協力を暗示するように、もう少し柔らかい表現がないでしょうか。 |
