2012年末から2013年始にかけて、IFSW事務局長からソーシャルワーク世界定義の見直しに係る第４案となる「The Global Definition of The Social Work Profession」が提示され、加盟国に意見集約を求められました［注］。
社会福祉専門職団体協議会（社専協）では、社専協国際委員会に託した意見の取りまとめ内容を確認し、日本の意見として本年２月５日（火）に提出いたしました。
現段階の情報では、2013年３月に開催されるIFSWとIASSWの理事会で審議され、結果が両団体加盟国へフィードバックされ、その後、2014年にメルボルンで開催予定のIFSW総会で投票により決定の予定と聞いていますので、進捗等状況がわかり次第、皆さんに報告していきます。
| ［注］Rory Truell氏（IFSW事務局長）からの第４案提示に関する手紙（Ｅメール） 皆さん この手紙及びソーシャルワーク専門職の世界的定義の文案は、定義プロセスに取り組んできた数多くの人たちを代表して、皆さんにお届けするものです。この手紙は、IASSWの定義プロセスのリーダーのJan Agten 、及びIFSWの定義プロセスの共同リーダーのRory Truellの2人が共同で執筆しました。 以下の世界的定義の文案は、IFSWとIASSWが別個でありながらも相互調整しつつ行った広範な協議の結果できあがったものです。両団体ともリージョナルなワークショップを実施し、また多くの国・組織・個人がこのプロセスに加わって意見を提出しました。出された意見を両団体の指名された代表がとりまとめ、ここに共同の暫定的な定義案を示すことができることをうれしく思います。 この文案を作るにあたって、私たちは時に相反する以下の事柄を尊重するように心がけました。 ・意見聴取過程において出された様々な視角を包含すること ・定義を長くしないこと ・言葉や意味が容易に翻訳できるようにすること ・言葉遣いを各国の政府や政策作成省庁にとって適切なものにすること ・ソーシャルワーカー以外の人々が理解しやすいものにすること ・この専門職の深さと複雑さを伝えられるものであること 上記の基準をすべて満たし、またすべての人の期待に沿うことは不可能です。それでも、これは、10年以上前に現行の定義が策定された後のこの専門職の発展を表す、首尾一貫したソーシャルワークの定義になっていると信じています。特に、この定義は、ソーシャルワークの分野で上がっている多くの新しい声を認知し、リージョナルな解釈と共存するように作られています。また、この定義案は、ワーカーの役割と人(々)の目標とのリンク、すなわち、ウェルビーイングを達成するために人々がソーシャルワークのサービスを利用して環境に影響を及ぼしていくことを明確にしています。この定義は、この専門職がソーシャルワークの理論や広範な社会科学に加えて、各地の土着の知識に基づくことも強調しています。最後に、この定義は、人権と集団的責任の両方を重視することによって、私たちの専門職が進化していることも表しています。 |
□2012年12月に示された第４案（the draft）
| ［原文］ Social work [1]facilitates social development and social cohesion. Core to social work is supporting people to [2]influence their social environments to achieve sustainable wellbeing[3]. The profession is underpinned by theories of social work, social sciences, and indigenous knowledges[4]. Principles of human rights, collective responsibility[5] and social justice are fundamental to practice[6]. [1] We choose the word 'facilitate' rather than 'promote' as it is more active and indicates actual change rather than intention. [2] We used the word 'influence' meaning people having control of their own futures. [3] We included this sentence as it demonstrates the traditional concept of 'liberation' in a social work context. [4] We included 'indigenous knowledges' to show the importance of cultural knowledge and to highlight the break of only applying Western theoretical models. [5] We included 'collective responsibility' along with human rights to highlight that rights and wellbeing can only be fully recognised when citizens/people take responsibility for their actions and for others. It is implicate that the Social Work profession advocates for human rights legal frameworks. [6] We included the word 'practice' to highlight that social work is a practice based profession. ［日本語訳］ ソーシャルワークは社会開発と社会的結束を促進する。ソーシャルワークの核となるのは、持続可能なウェルビーイングを達成するためにその社会的環境に影響を及ぼそう とする人々をサポートすることである 。この専門職は、ソーシャルワークの理論、社会科学、及び各地の土着の知識 によって支えられている。実践 の基礎をなすのは、人権、集団的責任、及び社会正義の原則である。 [1] ここでは、'promote'でなく'facilitate'という言葉を採用した。後者の方がより行動的で、意図というより実際の変化を示すからである。 [2] ここでは、人々は自らの未来をコントロールできるということを意味する'influence'を使った。 [3] この文は、ソーシャルワークの文脈における「解放」という伝統的な概念を表現している。 [4] 「土着の知識」を含めたのは、文化的知識の重要性を示すとともに、西洋の理論的モデル一辺倒からの脱却を強調するためである。 [5] 実践という言葉を入れたのは、ソーシャルワークは実践に基づく専門職であることを強調するためである。 [6] 人権に加えて「集団的責任」を入れたのは、権利やウェルビーイングは、市民／人々が自らの行動や他者に対して責任をとる限りにおいてのみ、十分に認知されるものだからである。ソーシャルワーク専門職は人権の法的枠組のために主張するものであることも暗示している。 |
□日本からの意見
・基本的な内容は概ね支持できる。
・本定義は重層定義の上位部分（high level definition）として簡潔で、SWの目的、SWの核となるもの、当事者をサポートする立場としての専門職と、専門職の拠り所となるもの、実践の原則という内容の記述となっており、他案と比べて分かりやすく、多くの言葉にも訳しやすいと考える。
・The social work profession promotes social change, problem solving in
human relationships and the empowerment and liberation of people to enhance
well-being.という現行定義の文章では、ソーシャルワーク専門職が問題解決や人々のエンパワーメントや解を促進する主体として記述されていたが、第４案の以下の定義文Core
to social work is supporting people to influence their social environments
to achieve sustainable wellbeing.では、当事者主体の考え方が記述されている。この点は大きな変更点であり、支持する。
・現行定義は、ソーシャルワーク専門職を主語に始まるが、第４案はソーシャルワークを主語とした記述になっており、定義の構成要素に広がりがあり評価できる。しかし、タイトルはGlobal
Definition of The Social Work Professionであり、定義文との整合性は問題ないか。
・現行定義の第１文にあったsocial changeが新定義案からは消えているが、よりよい社会をめざして社会のマクロな構造を変えていこうとすることは、ソーシャルワークの目的としてやはり基本的に重要と考える。変革や解放という側面は、内容的に第２文で表現されていると言っても、第１文に一語で入っているのとではインパクトが違うので、これは残すべきではないか。
・日本では、social cohesion と social inclusion、２つの用語の違いについて以下のような議論も少しあったので、是非注釈に加えていただけると有り難い。Social cohesion について。日本は、これまで外国人を積極的に受け入れてきておらず、移民などへの関心や取り組みは後発的である。多様性を持つグループや個人間の共助や、異なるグループの間の相互依存の考え方は、日本ばかりでなく、世界ソーシャルワークにおいて、今後の発展課題といえる。social
inclusionは日本の現状では、障害のある人の権利条約で頻繁に遣われているように、人びとの違いを認めながらも、個々人が疎外されず全ての人を受け入れる社会を推進することを考え、既に市民権を得てきている言葉で、社会の政策として定着し、馴染んでいる現状があると認識している。
・現行定義の注釈に記述されているindigenous knowledgeという用語が今回は定義文中に使用されている。この用語を翻訳するにあたり、「各地に固有の」「各地に根ざした」という捉え方に留まるのか、indigenous
communities（先住民のコミュニティ）という使われ方などにもあるように、いわゆる「原始的」な共同体に伝わる知恵や価値観も含むものと捉えるのかによって、翻訳表現がやや異なるため、若干意味合いを解説する注釈を希望したい。

Opinions and requests from Japan on the new draft of the “Global Definition of Social Work Profession”
・We support this draft by and large.
・We think that this draft is simple enough as a high-level definition, easier to understand and translate into many languages than other previous drafts, properly describing the aims, core (profession in the position of supporting people), base, and principles of social work.
・We appreciate the important change of recognition expressed in the second sentence of the draft on the role of social worker; people are put in the foremost position as subjects there, while social worker seemed to be described as subject that promotes “empowerment and liberation of people” in the current definition.
・We appreciate that the first sentence of the draft starts with “social work,” instead of “social work profession” in the current definition, as the former covers wider scope. However, isn’t there a contradiction when it starts that way under the title “global definition of the social work profession” ?
・Shouldn’t we keep ”social change” in the first sentence of the definition? We think that striving to change the social structure in search for a better society is essentially important as an aim of social work. Even if the commitment to change and liberation is indirectly expressed in the second sentence, having the word “social change” in the first sentence would make a stronger impact.
・We would like you to elaborate on the implications of “social cohesion” and its relevance to “social inclusion” in the forthcoming commentary for the new definition.
There was an opinion in Japan that “social cohesion” should be replaced by “social inclusion” and we did some discussions on this issue.
Japan lags behind in terms of dealing with immigrants as it has been less of a multi-ethnic country than many other countries. Although “social cohesion” as a word is not so familiar to us, we realize that it is an important challenge for social work to facilitate mutual help and interdependence among individuals and groups with diverse backgrounds in Japan as well as in the world as a whole.
On the other hand, “social inclusion” as in the Convention on the Rights of Persons with Disabilities, which is to work toward a society where everybody is accepted with her/his difference recognized, is often talked about and being established as a policy in Japan.
・We would also like to ask for an elaboration of “indigenous knowledge” in the forthcoming commentary. Does it mean “local” knowledge more or less rooted in a particular locale, or is it more than that to include age-old value and wisdom of so-called “indigenous communities” ? The Japanese translation of the word “indigenous” will be affected by that.
